Highlights: Housing Starts announced on Tuesday will offer an opportunity either to confirm or to undermine recent thinking on a recovery that some Homebuilder earnings have suggested. Bernanke’s address during the less liquid noon hour will include a 20-minute Q&A, just when a surprising answer would be able to have great leverage.
